Executive Summary Final Environmental Impact Statement For Divert Activities and Exercises, Commonwealth of the Northen Marianas Islands

The United States Air Force (USAF) released the Final Environmental Impact Statement (EIS) for proposed Divert Activities and Exercises, Commonwealth of the Northern Marianas Island (CNMI) on September 23, 2016 EDT/September 24, 2016 ChS. The Final EIS was developed fromt he 2015 Revised Draft EIS and considers comments received on the 2015 Revised Draft EIS. The Revised Draft EIS was a modification of the original Divert Activities and Exercises Draft EIS that was released for public review in June 2012. 

The Final EIS analyzes potential environmental impacts of the modified alternatives that were presented in the 2015 Revised Draft EIS. The modified alternatives meet USAF operational selection standards while incorporating input received during the 2012 Draft EIS public review period. The two alternative locations selected for study in the FInal EIS, Saipan International Airport and Tinian International Airport and their respective seaports, are the same locations presented in the 2015 Revised Draft EIS and the 2012 Draft EIS. 

As stated in the Final EIS, the USAF preferred alternative is Alternative2-Modified Tinian Alternative. However, the preferred alternative is not a decision about whether or how the Proposed Action analyzed int he FInal EIS will be implemented. In accordance with federal regulations that guide the EIS process (40 CFR 1500-1508), the USAF will issue a Record of Decision (ROD) about whether and how to implement the Proposed Action no sooner than 30 days after the Final EIS is released. A Notice of Availability for the ROD will be published int he Federal Register and local newspapers after the USAF has made a final decision.
